In order to commemorate the celebration of girl child on the occasion of National Girl Child Day, Haryana Women and Child Development Department will organise a State Level Mega Event under Beti Bachao Beti Padhao Programme on January 24, 2020 at Tau Devi Lal Stadium in Panchkula. Haryana Minister of State for Women and Child Development, Mrs. Kamlesh Dhanda will be the Chief Guest on the occasion.

While stating this here today, an official spokesman said that athletic events of 100 meters, 200 meters and 400 meters for girls in the category of 6-10 yrs, 11-14 yrs and 15-18 yrs respectively, will also be organized during the occasion. The winners will be awarded with cash prize of Rs 5100, Rs 2100 and Rs 1100 for 1st, 2nd and 3rd positions respectively. ‘Badhao Kadam Betiyon Ke Naam’ a walkathon for women will also be organized during the event. Beti Bachao Beti Padhao Calendar, Training Module on Menstrual Hygiene and Women Centric Scheme Calendar will also be launched during the event.

   Apart from this, Women and Child Development Department will also celebrate National Girl Child Week from January 24 to 30. During the week, many important programmes like ‘’Beti Bachao Beti Padhao” signature campaign, plantation, slogan writing, painting competition and awareness campaign on women’s rights and mass oaths for girl child protection will be administered at the district, block and village level across the state.

Chandigarh, January 22- During the second session of two-day orientation programme organized for the members of Haryana Vidhan Sabha, held in Haryana Vidhan Sabha, late yesterday evening, the MLAs of ruling as well opposition parties were informed about the legislative and budget process in detail. 

          The programme was attended by Chief Minister Mr. Manohar Lal, Haryana Vidhan Sabha Speaker, Mr. Gian Chand Gupta and Leader of Opposition Mr. Bhupinder Singh Hooda and MLAs of the ruling party and the opposition.

          While, members of Parliament, Mr. Dharmveer Singh, Mr. Brijender Singh and DP Vats were also present on the occasion.

          Speaking on the occasion, Director Lok Sabha Secretariat, Mr. Vinay Kumar Mohan gave detailed information on various issues namely quorum, voting, introduction of the Bill and discussion on the Bill. The MLAs were also informed about the proceeding of the Vidhan Sabha and budgetary process. 

          Mr. Vinay Kumar Mohan said that the most important function of the legislature is to make laws and making amendment in the laws. He said that it is very important that every member should have the proper understanding of the quorum, because the seating of any member will not be considered valid if they do not have the understanding of quorum. 

          After this a Bill is tabled in the House and the Speaker asks the members to give their opinion in yes or no, at that time any member of the opposition can even demand for the voting of the same. 

          He said that the every bill has its objectives and reasons. If this description is not given in the bill then, it will be considered as an irregularity. Similarly, every bill also have a financial Information.

          He said that if the Speaker wishes, the Bill can also be sent to the Select Committee or the Joint Committee and if the Select Committee makes any amendment, then it is mandatory to accept it.

          Giving information about the budget process, Mr. Vinay Kumar Mohan said that the Finance Minister presents the budget and proposes tax. It is not discussed on the day when budget is presented. 

          He said that supplementary demand can also be placed if the expenditure is high or there is no provision at the time of budget.

          The Appropriation Bill is brought after all demands have been placed, discussed and passed. Finally the budget process is completed after Finance Bill is passed.
