In a move to expedite investment in Rajasthan’s tourism sector, the “Rising Rajasthan Tourism Sector MoUs Accelerating Ground-Breaking Investors’ Dialogue” was organised on Wednesday at Hotel Gangaur in Jaipur. The event witnessed active participation from 79 MoU holders, alongside key officials from the departments of Tourism, Urban Development (UDH), Revenue, and Local Self-Governance (LSG).
The dialogue focused on resolving pending issues such as land allotment, land conversion, building plan approvals, and other procedural hurdles to bring tourism MoUs into action. Representatives from Tourism Finance Corporation of India Ltd. (TFCI) were also present to provide insights on financial assistance available for hotel and tourism infrastructure development. The investor dialogue under the Rising Rajasthan initiative showcased the state government’s commitment to transforming MoUs into real projects. With dedicated monitoring, inter-departmental coordination, and investor facilitation, Rajasthan is taking confident strides toward becoming a leading tourism investment hub.
“Tourism is the Backbone of Rajasthan’s Economic Growth” – Principal Secretary, Tourism, Art & Culture, Archaeology and Chairperson of RTDC, Rajesh Yadav, while addressing the investors, stated: “Tourism is not just an industry – it is the backbone of Rajasthan’s economic development and employment generation.”

He emphasised that the upcoming Rising Rajasthan Partnership Conclave, scheduled for December 11–12, 2025, will be a significant platform to showcase the progress of tourism projects and foster connections with investors, operators, and global partners.
Multi-tier Monitoring Led by Chief Minister
Yadav informed that the state government has instituted a multi-level monitoring mechanism to ensure the timely implementation of MoUs. The Chief Minister personally reviews the progress every month, while the Chief Secretary conducts fortnightly reviews.
A dedicated MoU Facilitation Cell has been established within the tourism department, with weekly reviews conducted at the level of the Principal Secretary and Commissioner, Tourism. Senior officials are actively monitoring the implementation of programs in specific districts.
He further added that notifications under RTUP-2024 and a comprehensive land policy are being sought from the UDH, LSG, and Revenue departments to ease the process of land allocation and conversion.
1,600 MoUs Signed Worth ₹1.37 Lakh Crore
Tourism Commissioner Rukmani Riyar shared that under the Rising Rajasthan campaign, over 1,600 tourism-related MoUs have been signed so far, including projects like hotels, resorts, heritage properties, wellness centres, and eco-tourism-based innovations. These MoUs represent a potential investment of around ₹1.37 lakh crore and an estimated 1.90 lakh employment opportunities.
Out of these, 29 projects are fully operational, and 213 projects have reached the ground-breaking stage, involving an investment of ₹28,200 crore and the creation of around 13,500 jobs.
Turning Challenges into Opportunities
Commissioner Riyar highlighted that the objective of this dialogue was to address investor concerns in coordination with senior officers from UDH, Revenue, and LSG.
Representatives from Tourism Finance Corporation of India Ltd., specially invited from Delhi, held discussions with investors regarding funding needs. District Collectors will hold local MoU review meetings to resolve issues on the spot.
Upcoming Policies to Boost Investment Climate
Additional Director Pawan Kumar Jain delivered a presentation on recent policy initiatives, noting that the state government has already implemented the Tourism Unit Policy 2024, which includes several attractive incentives for investors.
